Cynthia D. Vargas is a partner with the firm, working from both the
Inland Empire and San Diego area offices. A highly respected
education legal expert, Ms. Vargas represents and advises school
districts, county offices of education and special education local plan
areas statewide regarding all aspects of special education law and
practice. A seasoned trainer and trusted advisor, Ms. Vargas is relied
upon to offer counsel and services at both the school site and
administrative levels. She successfully advocates on behalf of public
agencies in all capacities relating to due process and Section 504
hearings, Individualized Educational Program (IEP) team meetings,
Student Discipline in general and as it pertains to students with
disabilities, mediations, informal resolutions, compliance complaints
with the California Department of Education and investigations with
the Office for Civil Rights. Ms. Vargas worked as a special education
teacher prior to attending law school, providing her a practical
understanding of the interconnectedness of education legal matters
and the many ways that a single issue can affect various areas of
education operation. Ms. Vargas lends her experience disciplining
online behavioral misconduct and cyber bullying to the firm's
eMatters Practice Group.

A popular speaker, Ms. Vargas has delivered presentations across a
wide range of education-related issues before the Association of
California School Administrators, the California School Boards
Association and the California Association of Latino Superintendents
and Administrators, as well as several workshops and trainings for
California Special Education Local Plan Areas and individual school

While earning her Juris Doctor at the University of California, Los
Angeles, Ms. Vargas worked closely with the Disability Law Society,
an alliance of UCLA law students dedicated to equal access, diversity
and inclusion in all aspects of legal education and the legal
profession. She received her bachelor's degree, cum laude, in
Criminology, Law and Society from the University of California,
Irvine. A longtime resident of Southern California, Ms. Vargas is the
proud mother of a graduate of the Lake Elsinore Unified School
